The Carl D. Perkins Vocational Technical Education Act of 1998 aims to help learners develop the academic and occupational skills which are necessary to work in a technically advanced society.
Its foundation is supported in the Minnesota Unified State Plan, developed through the collaborative efforts of Minnesota State Colleges and Universities (MnSCU) and the Minnesota Department of Education. The basis of this collaboration is the belief that it is critical to develop a shared vision for how career and technical education is a critical component of Minnesota's educational system.
- In-depth career exploration and career planning.
- Contextual learning that connects education and school to the work place, and assists in the application of basic skills to life situations.
- The development of occupational and academic competencies that facilitate transition into advanced placement in post-secondary career preparation programs.
- The development of occupational competencies necessary for entering an occupation.
