Purpose of the Program: To support school and community partnerships in their efforts to develop, coordinate, and implement a comprehensive plan of evidence-based programs, effective policies, and innovative strategies that create safe, drug-free, and respectful environments for learning and promote the behavioral health of children and youth.
The Southern Minnesota Safe Schools Healthy Students Collaborative is a discretionary grant program that provides school district members

and their communities with federal funding to implement a coordinated and comprehensive plan of activities, curricula, programs, and services that focus on creating safe school environments, promoting healthy childhood development, and preventing youth violence and alcohol, tobacco, and other drug (ATOD) use.
District members partner with local public mental health, law enforcement, and juvenile justice agencies to develop and submit a community-specific SSHS comprehensive consortium plan that addresses the following five elements:
- Promoting early childhood social and emotional learning and development
- Promoting mental, emotional and behavioral health
- Connecting families, schools and communities
- Preventing and reducing alcohol, tobacco and other drug use
- Creating safe and violence-free schools
